Summary	0020750: DrawAppliInit file from the current directory is used during Draw starting.
Description	While loading Draw application without the variable CSF_DrawPluginDefaults set, the file DrawAppliInit is loaded from the current working directory. That is not correct behavior, as this file should be either taken from ros by default or there should not be implicit file loading at all.

DrawAppliInit work correct now. N.B. The variable CSF_DrawPluginDefaults don't use during run DrawAppliInit file.
