Summary0031151: Mantis - forbid reopening closed issues
DescriptionIt is bad practice of reopening issues that are closed: this produces impression that the issue has not been solved while it was. Yet this practice is quite common, and often innocent external contributors do that without full understanding of consequences (see e.g. 0029719). I propose this option should be blocked for issues with status Closed and Verified for anyone except Maintainers.
